OHCAPA Course Description:

The Oklahoma Home Care Administrator Preparedness Assessment (OHCAPA) Program is a 160-clock-hour approved by the Oklahoma State Department of Health Home Care Administrator Registry. The OHCAPA Program is designed to equip aspiring home care administrators with the essential knowledge, skills, and competencies required to effectively manage home care agencies in Oklahoma. The OHCAPA program is also designed to ensure that administrators are fully equipped to meet the challenges of the home care industry and deliver quality home care services to their communities. By the end of this program, participants will be well-prepared to take the OHCAPA Certification Examination and assume the role of a Home Care Administrator. Successful completion of the certification examination will result in the issuance of a Home Administrator License by the Oklahoma State Department of Health Home Care Administrator Registry upon approval of the licensing application. This program covers all the topics mandated by the Oklahoma State Department of Health Home Care Administrator Registry curriculum. These topics are critical for the successful operation and leadership of home care services, ensuring compliance with state regulations and promoting high standards of care. They include:

Upon successful completion of the OHCAPA program at MedNoc Training College, graduates will receive a Completion Certificate and a Training Completion Affirmation Form, making them eligible to take the OHCAPA State Exam. Once graduates pass the OHCAPA exam, they will submit an application for licensing to the Oklahoma Home Care Administrator Registry. After becoming licensed, graduates can pursue rewarding careers in the healthcare industry as Administrators for Home Care Agencies and Health Home Agencies.

 Admission Requirements For OHCAPA:

  1. Fill out an Application either online or in person.
  2. Complete the Enrollment Agreement in person or electronically.
  3. Minimum age: 18 Years.
  4. High School Diploma, GED, or another Equivalency, or higher.
  5. Current Government-issued Photo ID: e.g., driver’s license, passport, military card, green card, work authorization card, or tribal card
  6. Social Security Card or replacement letter from the Social Security Administration’s office.
  7. Criminal Background Screening must be conducted by MedNoc for a cost of $35.00).

NOT Required for OHCAPA but Recommended:

  1. Tuberculin (TB) Skin Test (PPD Test). (Offered at MedNoc for a cost of $35.00).
  2. Current BLS from American Heart Association required. (Offered at MedNoc for a cost of $60.00).
  3. Drug Test. (Offered at MedNoc for a cost of $50.00).
  4. During Flu Season, a Flu shot record may be required before attending clinical.

***NOTE: Some clinical sites may require additional requirements such as drug screens, immunization records, flu shots during flu season, or wearing a mask at the clinical site. The school will inform you if any of these items are required on the day of enrollment.

Oklahoma Home Care Administrator Preparedness and Assessment Program (OHCAPA) Learning Objectives:

  1. Administrative Skills, Duties, and Responsibilities:
    • Develop core administrative competencies, including leadership, decision-making, and delegation.
    • Understand the primary roles and responsibilities of a home care administrator.
  2. Administrative Procedures and Strategic Planning:
    • Learn the principles of strategic planning and its application in home care settings.
    • Implement and manage standard operating procedures (SOPs) to enhance operational efficiency.
  3. Community Relations and Public Information:
    • Engage with the community and build positive relationships with stakeholders.
    • Develop effective communication strategies to disseminate public information and manage crisis communication.
  4. Fiscal and Information Data Management:
    • Gain expertise in budgeting, financial planning, and resource management.
    • Utilize information management systems for accurate data tracking and analysis.
  5. Human Relations:
    • Enhance recruitment, retention, and staff training.
    • Apply effective conflict resolution and team-building strategies.
  6. Legal and Ethics:
    • Understand and comply with federal and state laws and regulations governing home care agencies.
    • Promote ethical standards and integrity within the agency.
  7. Home Care Agency Rules, Chapter 662:
    • Ensure agency practices comply with the specific rules and regulations outlined in Chapter 662.
  8. Home Care Administrator Certification Rules, Chapter 664:
    • Prepare for and maintain certification standards as specified in Chapter 664.
  9. Standards for Regulation and Accreditation for Home Care Agencies:
    • Implement practices that align with accreditation requirements to ensure high-quality care.
  10. Survey of a Home Health Agency:
    • Prepare for and respond effectively to surveys of home health agencies.
  11. Outcome and Assessment Information Set (OASIS):
    • Understand and apply OASIS data collection and reporting requirements to improve patient outcomes and agency performance.

Eligibility For OHCAPA State Competency Examination:

To be eligible for the OHCAPA Competency Examination, you must meet one of the following requirements:

  • Training Completion Certificate issued by their training program, or
  • A letter from the Oklahoma State Department of Health Home Care Administrator Registry granting exceptions from completing the preparedness program requirement and allowing you to take the OHCAPA EXAM or
  • A provisional Certificate issued by the Oklahoma State Department of Health Home Care Administrator Registry.

Successful Completion of the OHCAPA Competency Examination:

  • An individual shall score at least seventy percent (70%) to pass the OHCAPA.
  • An individual may retake the examination a total of three (3) times without completing or repeating a preparedness program.
  • Upon written notice from the OHCAPA examiner of passing the OHCAPA, the individual may apply for a home care administrator certificate.
  • Somanoc Testing & Assessment will submit the Candidate’s examination results record to the Oklahoma State Department of Health- Home Care Administrator Registry within thirty (30) days after taking testing.

Certificate by completion of the OHCAPA:

An individual who has successfully completed their Oklahoma Home Care Administrator Preparedness Assessment (OHCAPA) Program at MedNoc Training College or who is otherwise deemed to meet the preparedness program standards by the OSDH- HAR and passed the OHCAPA may apply for a home care administrator certificate. An individual shall apply for an initial home care administrator certificate within six (6) months after passing the OHCAPA. Failure to submit an application during the required time frame will result in the individual having to meet the deeming criteria and repeating the OHCAPA. The individual shall apply on the Department form. The application shall include, but not be limited to, the following information:

  • Name, complete home mailing address, and telephone number of the applicant.
  • A copy of the results of a criminal arrest check conducted by the OSBI completed within sixty (60) days prior to the date of the application.
  • Evidence of successful completion of the OHCAPA.
  • A non-refundable fee of one hundred forty dollars ($140.00).

Failure To Pass the OHCAPA Competency Examination:

If the Candidate fails to pass the OHCAPA Competency Examination successfully, they shall be notified by the testing entity of at least the following:

  • A notice showing pass or fail results.
  • A notice specifying the areas of failure.
  • A notice stating that three (3) OHCAPA challenges were unsuccessful, and completion of the preparedness program shall be required before another attempt to pass the OHCAPA.
